In <br /> response, I attach comments developed by LFR Inc. (LFR) on behalf of the Trust. <br /> As Trustee, I thank you for these comments and the acknowledgement of the significant interim remedial <br /> actions (Phases I, H, and III) that have been implemented by the Trust. In addition, prior to and <br /> subsequent to the receipt of your subject comments, the Trust and LFR have been developing and <br /> submitting to the Regional Water Quality Control Board and to other interested parties a proposal for the <br /> implementation of a Phase IV Interim Remedial Action (IRA). You should have received a copy of the <br /> submittal. This Phase IV IRA will implement an air and ozone-sparging system in the areas of the <br /> Lincoln Center site as described, utilizing the Phase II soil-vapor extraction system to collect and <br /> remediate volatile organic compounds. The Trust believes that the combination of the Phase I-IV IRAs <br /> will, with the potential inclusion of location-specific application of injectable remedial technologies, form <br /> the final site remedy for Lincoln Center. Accordingly, the Trust anticipates the finalization of the draft of <br /> the Feasibility Study subsequent to the completion of the installation of the Phase IV IRA and the <br /> determination that application of injectable technologies would be appropriate and effective at Lincoln <br /> Center. <br /> If you have any questions concerning either the attached LFR responses or the proposed Phase IV IRA <br /> submission, please contact me at (510) 237-1782. <br /> Sincerely, <br /> Mark A.
