The letter is dated January 13, 2006 and was received by the CV <br /> Regional Board on January 17, 2006. The trustee of the Lincoln Center Environmental Remediation <br /> Trust for the Trust(the "Trust") prepared the letter on behalf of the Trust. <br /> The purpose of this letter is to summarize activities undertaken to achieve compliance with new effluent <br /> limitations for chromium VI, mercury, arsenic,barium, iron, manganese, ammonia, and specific <br /> conductance associated with the operation of the groundwater extraction and treatment system <br /> (GWETS). Compliance is authorized under Waste Discharge Requirements Order No. R5-2005-0144, <br /> and NPDES Permit No. 0084255 (the "2005 Order"). As noted in the 2005 Order, immediate <br /> compliance with the new effluent limits is not possible or practicable. Therefore, a Time Schedule <br /> Order No. R5-2005-0145 (the "2005 TSO") was developed to provide interim limits for the specified <br /> constituents. Specifically, Provision 2 of 2005 Order requires semi-annual reports due January 15 and <br /> July 15 of each year. Provision 2 of the 2005 TSO requires details on (a) steps implemented toward <br /> compliance; (b) evaluation of measures implemented; and (c) recommendations for additional measures <br /> as necessary to achieve full compliance by the final date. <br /> Staff finds that this letter report provides adequate documentation of compliance with Provision 2 of <br /> 2005 Order, and with Provision 2 of 2005 TSO.
