(LFR) <br /> is requesting the Regional Water Quality Control Board's (RWQCB's) concurrence with the subject <br /> request. This letter was prepared at the request of Ms. Marie McCrink of the RWQCB during a <br /> site visit on August 7, 2007, which was attended by Ms. McCrink of the RWQCB and Don <br /> Bradshaw and Lucas Goldstein of LFR. As we discussed during this visit, the property owner has <br /> notified the Trust of plans to expand the World Savings building located at Lincoln Center near the <br /> corner of Pacific Avenue and Ben Holt Drive (see photograph presented as Attachment 1). <br /> According to the property owner, the footprint of the building would be expanded approximately <br /> 150 feet to the south. This proposed expansion would require the abandonment of wells located <br /> within the footprint of the proposed building, namely groundwater extraction well GEW-002 and <br /> piezometers PZ-002A-1, PZ-002A-2, and PZ-003A. <br /> As we discussed during the August 7, 2007 site visit, the Trust is not contemplating the <br /> replacement of the groundwater extraction well or piezometers slated for abandonment. Extraction <br /> well GWE-002 was installed in 1998 as part of the Phase I Interim Remedial Action(IRA). In <br /> LFR's opinion, extraction wells GWE-001 and GWE-002 are no longer needed as part of the <br /> implementation of the Phase I IRA. As documented in LFR's most recent groundwater monitoring <br /> report ("Groundwater Monitoring Report for the Semiannual Period from January 1 through June <br /> 30, 2007, Lincoln Center, Stockton, California," dated August 15, 2007), these wells are outside <br /> the current plume dimensions and are therefore no longer needed to capture affected groundwater. <br /> For confirmation purposes, groundwater samples were collected from extraction wells GWE-001 <br /> through GWE-003 on July 12, 2007. Halogenated volatile organic compounds were reportedly not <br /> detected in groundwater extraction wells GWE-001 and GWE-002 above the laboratory reporting <br /> limit (0.13 microgram per liter of tetrachloroethylene). Laboratory reports are presented in <br /> Attachment 2.
