OUR
Response 4:
The Table within the final document will be revised.
Comment 5:
Overview and Schedule
The presentation in Section 5.1 (and possibly other sections as necessary) should be modified to
explicitly acknowledge the A-zone vs B-zone implementation plans. For example, the first sentence
of Section 5.1 should be modified to read as follows: "As discussed in Section 1.2, implementation
of the A-zone portion of the proposed Phase V IRA..., " where the words in italics here represent
the necessary clarification. Likewise, the preliminary schedule presented on Figure 9 should be
modified to include a section for the contingent B-Zone ERD implementation. Even though LFR
and LCERT believe it is premature to specify a schedule for B-zone implementation at this time, a
placeholder for this task should be added to Figure 9.
Response 5:
As noted in Response #1 above, the RWQCB has also asked for continued evaluation of the
B-zone during the A-zone injection monitoring. As an accommodation to this request, the Trust
has committed to providing the RWQCB with a letter format update on the progress of natural
degradation within the B-zone during A-zone injections. If it is determined at that time that
progress is not being made within the B-zone or that the magnitude of the concentrations are of
concern, then a proposal for implementing ERD injections or other technologies will be provided
at that time. This report, as requested by the RWQCB, will be made approximately 7 - 8 months
after the initiation of A-zone ERD injections, and will include a schedule, at such time, as a
recommendation for additional B-zone actions is proposed.
Comment 6:
Reporting
The proposed reporting interval in Section 5.5 of the Detailed Plan should be revised to quarterly,
instead of semiannually.
Response 6:
Monitoring data will be transmitted quarterly; however, reports presenting figures, summary
tables, and recommendations will be transmitted semiannually.
Itr-Fart-RTC-141m LPL-PhV-06750(rimo.d=d 5
