The report is dated September 27, 2007 and
was received by the Regional Water Board via email only on October 11, 2007. LFR Levine
Fricke prepared the report on behalf of the Lincoln Center Environmental Remediation Trust
(the `Trust').
The purpose of the Plan is to propose the detailed design for implementing Enhanced
Reductive Dechlorination (ERD) to remediate elevated levels of tetrachloroethene (PCE) and
its daughter products in the vicinity of the Bank of Stockton located due east of the Site. This
area is hydraulically down gradient from the Site. The Plan presents the results of recently
collected data to support the ERD design.
We concur with implementation of the Plan in which the Regional Water Board comments
dated June 14, 2007 have been adequately addressed. We concur with the resolution of our
main concern, which is the agreed upon monitoring of the B zone for natural attenuation
parameters, and assessing the need for implementation of ERD in the B zone if favorable
geochemical conditions do not persist.
If you have any questions or comments, please contact Marie McCrink at 916-464-4816, or by
email at mtmccrink@waterboards.ca.gov.
lr
MARIE T.
