LFR Inc. <br /> period or at the end of the shortened time frame, the Trust will present the Phase V <br /> IRA Detailed Plan to the Court for approval as an Agreed Order modifying the <br /> Amended First Final Consent Decree. As required by Section XI.A.4 of the Amended <br /> First Final Consent Decree, timely objections to the Proposed Phase V IRA Detailed <br /> Plan will be in the form of a petition for Dispute Resolution and will be resolved <br /> pursuant to Section XXI of the Amended First Final Consent Decree. <br /> 5.2 Contractor Selection and Mobilization <br /> Upon final approval of the Proposed Phase V IRA Detailed Plan and design, a group of <br /> qualified drillers and substrate vendors will prepare bids to install the wells and provide <br /> the substrate for injection. LFR will conduct a site walk with the potential contractors <br /> as part of the submittal to allow these parties to view the existing conditions at and <br /> features of the Site. <br /> Contractors will submit sealed bids to LFR within one month of the site walk. The <br /> winning contractor will be selected within two weeks of LFR's receipt of the bids. The <br /> selected contractor will then begin preparing plans, purchasing equipment, and <br /> obtaining the appropriate permits required to perform the work. LFR will conduct a <br /> preconstruction meeting with personnel from the construction contractor and LPL to <br /> formulate a construction plan that specifies details such as sequencing the work, the <br /> location of material staging areas and waste storage areas, suitable working hours for <br /> specific tasks, and notification and chain-of-command procedures. These procedures <br /> will be consistent with the precedents established during the Phase I IRA. <br /> 5.3 Well Installation <br /> LFR anticipates that drilling and construction of the 22 ERD injection wells and six <br /> groundwater monitoring wells will occur during a one- to two-month period, access <br /> conditions and weather permitting. The wells would be completed at the existing <br /> ground surface and will be contained in flush-mounted well boxes to prevent damage to <br /> the wellheads and to allow parking and traffic flow in these areas. <br /> 5.4 Well Installation and Substrate Injection <br /> Construction of the Phase V IRA components will include activities such as well <br /> drilling and substrate injection. As with previous IRAs, LFR anticipates that intrusive <br /> work activities, such as drilling, would be performed between the hours of 7 A.m. and <br /> 7 P.m. in low-profile areas (e.g., those adjacent to the GWETS). However, intrusive <br /> activities in high-profile areas would be performed after business hours to minimize the <br /> impact to commercial operations. Substrate injection and groundwater sampling is not <br /> considered an intrusive activity.
