li 'E <br /> Harding Lawson Associates <br /> 3.0 SITE BACKGROUND <br /> HLA's summary of the site background is based on information provided in <br /> Levine-Fricke's (LF) report dated November 9, 1989, on the removal of one <br /> underground storage tank at the site. <br /> One 10,000-gallon underground storage tank, product line, and dispenser were <br /> removed from the site on September 18 through 21, 1989. The tank had been used most <br /> recently for diesel storage but had been used previously for gasoline storage. The tank <br /> location is presented on Plate 2. The tank was approximately 10 feet east of the loading <br /> dock area and about 100 feet north of the store building. The tank had been covered by <br /> approximately 3 feet of sand backfill and asphalt pavement. <br /> Ms. Kasey Foley, Environmental Health Specialist with the SJCDEH, and <br /> Mr. Rodney Ezell, from the Stockton Fire Department, were onsite to observe tank <br /> removal and soil excavation/sampling activities. <br /> Approximately .250 gallons of residual fluid were pumped from the tank into a <br /> vacuum truck and transported for disposal to H and H Ship Service Company (H&H) by <br /> California Oil Recyclers, Inc., of Newark, California. The tank was then rendered inert <br /> by inserting approximately 190 pounds of dry ice to purge gasoline vapors and oxygen. <br /> The tank was removed after explosivity meter readings in the tank, taken at least i hour <br /> after the dry ice was inserted, indicated that vapor concentrations were below 20 percent <br /> of the lower explosive limit. <br /> After the tank had been emptied and removed, it was visually inspected. The <br /> tank was constructed of steel with welded seams and appeared igood condition. No <br /> pp n <br /> evidence of Ieakage or holes was observed during the inspection. <br /> The tank and appurtenant piping were transported with a hazardous waste <br /> I <br /> manifest by H&H, a licensed hazardous waste transportation company, to their receiving <br /> i <br /> T19461-H 4 of 20 <br />
