By letter dated 11 October 2013,
the EHD had directed the submittal of the CAP that would present a comparison of groundwater
and soil remedial methods to determine the most cost effective method to mitigate the
petroleum hydrocarbon contaminants at this site.
In the CAP, Cardno compared natural attenuation to a remedial combination of air sparge (AS)
and soil vapor extraction (SVE); Cardno concluded that AS/SVE would be the most effective
remedial alternative to reduce the concentrations of contaminants of concern.
The EHD concurs with the recommendation by Cardno and directs that a work plan to conduct a
pilot test to evaluate the potential to remove petroleum hydrocarbon contamination by AS/SVE
be prepared. Submit the work plan to conduct an AS/SVE pilot test to the EHD by 16 May
2014.
Today, the EHD posted public notification of pending approval by this department of a work plan
to implement remediation at this site. The public has thirty days to respond. If you have any
questions regarding this letter, please contact Vicki McCartney at (209) 468-9852 or by email at
vmccartney@sjcehd.com.
Sincerely,
Victoria L.
