3.7 Disposition of Excavated Soil
If necessary, excavated soil will be stockpiled on and covered with
P plastic sheeting pending
analytical characterization and disposition planning. The paved area in the northwest corner of
1!I the property is proposed as the soil management site.
O Two disposition options are presented. The first option involves off-site disposal and the second
option includes beneficial re-use.
3.6.1 Off-Site Disposal-Option
Prior to excavating, the yet-to-be-excavated soil will be pre-profiled for disposal, based on existing
analytical data. This will permit the direct loading of impacted soil into trucks for immediate
transport to the approved disposal facility.
During the initial excavation operations, any obviously "clean" overburden soil will be screened
with a photoionization detector (PID), segregated and stockpiled on site. The stockpile will be
bermed for leachate control, constructed on plastic sheeting and covered. i
Four soil samples will be collected'from each 50 cubic yards of soil for laboratory composite and
analysis. Soil samples will be collected in brass sleeves, capped, labeled and stored in an iced
1 cooler for transport to a state of California certified hazardous waste testing laboratory. Each of
the soil samples will be analyzed for TPH-as-diesel, TPH-as-gasoline, BTEX, MTBE and total
lead.
If analytical results confirm that the stockpiled overburden_ soil is free of petroleum hydrocarbons,
it will be either re-used as backfill or disposed of on-site. Any impacted stockpiled soil will be
loaded into trucks and transported to the approved off-site facility for disposal.
3.6.2 Beneficial Re-Use Option
To beneficially re-use the soil, a re-use plan must be prepared. The plan would include a
sampling and analysis pian that statistically characterizes the material, a evaluation of the
suitability of the material in its planned construction use, and a study of the soil and hydrogeologic
-- -- _—conditions'at-the re-use site.
9
