MONITORING AND REPt <TING PROGRAM NO. 5-01-057 3 WOODBRIDGE PARTNERS INC. VICTOR FINE FOODS FACILITY FOR CLOSURE OF SURFACE IMPOUNDMENTS AND INJECTION WELL SAN JOAQUIN COUNTY D. MONITORING The facility is known to have a significant release of waste constituents that have polluted groundwater beyond the point of compliance. Pursuant to Title 27, Section 20385, the discharger is required to establish an evaluation monitoring program to assess the horizontal and vertical extent of the polluted groundwater and to design a corrective action program. The discharger shall complete and submit this assessment within 90 days of establishing an evaluation monitoring program. Based on the data collected in the evaluation monitoring program the discharger shall if further cleanup is necessary submit an engineering feasibility study proposing corrective actions to cleanup the polluted groundwater within 90 days of establishing an evaluation monitoring program. In conjunction with the evaluation monitoring program and while waiting final approval of the engineering study the discharger shall conduct ongoing monitoring of the groundwater, surface water and the unsaturated zone to evaluate changes in water quality resulting from the release. Upon implementation of corrective action measures, the discharger shall establish and implement a water quality monitoring program to demonstrate the effectiveness of the corrective action program. Corrective action monitoring can be based on the requirements for an evaluation monitoring program and shall be effective in determining compliance with the Water Quality Standard and in determining the success of the corrective action measures. Corrective action measures may be terminated when the discharger demonstrates to the satisfaction of the RWQCB that the concentrations of all CDCs are reduced to levels below their respective concentration limits throughout the entire zone affected by contamination. Following a one-year proof period commencing at the time of termination of corrective action measures and on approval of the RWQCB the discharger may establish a detection monitoring program that complies with the requirements of Title 27 Section 20420. E. REQUIRED MONITORING PROGRAMS 1. Waste Discharge Monitoring The surface impoundments are closing, additional discharge of designated or hazardous waste to surface impoundments at this facility are prohibited by these WDRs. 2. Surface Impoundment Until the surface impoundments can be closed, any standing water collected within the impoundments will be sampled. Samples shall be collected in a convenient location at least 5 feet from the impoundment walls and 1 foot below the liquid surface. Liquids in the surface impoundments shall be sampled for the following:
