Jones <br /> Woodbridge Partners Inc. <br /> 639 East Lockeford St. <br /> Lodi,CA 95240 <br /> REVIEW OF CL OSURE REPORT FOR POND NO.2 WITH AS-BUILTDRAWTNG, VICTOR <br /> FINE FOODS FACILITY, SAN JOAQUIN COUNTY (Case# 1430) <br /> We have reviewed the Closure Report Pond No. 2 with As-Built Drawing submitted on 8 March 2002. <br /> Pond 2 is an abandoned,pre-Chapter 15, infiltration pond that has contributed to groundwater pollution <br /> at the Victor Foods site. Elevated concentrations of salts remain in soil beneath the pond. The closure <br /> plan is part of the remediation effort to cleanup-polluted groundwater and is undertaken under the <br /> provisions of State Water Resources Control Board Resolution No. 92-49. <br /> The report complies with the requirement to submit a closure report within 90 days of closure. The <br /> closure report adequately addresses the following: <br /> a. Document the construction work that was done to close Pond 2, <br /> b. Document results of compaction test and show that they meet design criteria, and <br /> c. As-Built drawings for the pond area showing the final drainage pattern. <br /> Regional Board staff concurs that construction work was completed too late in the season to successfully <br /> plant cover vegetation for erosion control. Woodbridge Partners should plan on planting cover <br /> vegetation next fall. <br /> Additionally, restrictions must be placed on the property deed that will preclude irrigated agriculture or <br /> development of water holding structures in the area of Pond 2. Similar restrictions must be placed on <br /> the property deed for the Pond 1 area and the requirement for both areas can be met at the same time. <br /> Closure of Pond 1 is a requirement of Waste Discharge Requirements Order No. 5-01-057. The <br /> Woodbridge Partners have been out of compliance with these requirements for some time and must <br /> close Pond 1 as soon as possible. A plan to close Pond 1 should be submitted by 15 April 2002 and the <br /> plan should anticipate completion of closure activities by 15 July 2002. <br /> California Environmental Protection Agency <br /> 07 Recycled Paper <br /> The energy challenge facing California is real.
