Jones <br /> Woodbridge Partners Inc. <br /> 639 East Lockeford St. <br /> Lodi, CA 95240 <br /> RESPONSE TO CLOSURE PLANFOR POND 2, VICTOR FINE FOODS FACILITY,SAN <br /> JOAQUIN COUNTY(Case#1430) <br /> We have reviewed the proposed plan to close Pond 2 submitted by Woodbridge Partners on 20 <br /> November 2000. Thank you for your submitting the plan in a timely manner. Pond 2 is an abandoned <br /> non-Chapter 15 storage pond that has contributed to groundwater pollution. The closure action is part of <br /> a remediation effort to cleanup polluted groundwater and is undertaken under the provisions of State <br /> Water Resources Control Board Resolution 92-49. We have the following comments concerning the <br /> proposed closure plan: <br /> 1. We concur with the basic plan to: strip the vegetation from the bottom and slopes; re-grade the <br /> dikes and level the pond area; replace top soil and establish vegetation; and establish a slope to <br /> conform with the original drainage pattern. <br /> 2. Prior to starting construction, a demonstration that the proposed closure will protect water <br /> quality must be submitted. There are several ways to satisfy this requirement: <br /> a. An infiltration rate of less than 10-5 cm/s(clay may be admixed to the upper foot of fill to <br /> achieve the desired infiltration rate), <br /> b. A technical report demonstrating that a higher infiltration rate under local conditions <br /> (depth to water, average rain fall intensity,water holding capacity of the soil and <br /> evaporation rate)will protect groundwater, or <br /> c. Any other method that can be shown to protect groundwater quality. <br /> 3. A grading plan showing the anticipated final surface of the closed pond area must be submitted. <br /> 4. The closure plan should indicate that a deed restriction will be placed on the Pond 2 area that <br /> prohibits construction of ponds or irrigated agriculture. <br /> 5.
