The drinking and food preparation water at the facility is <br /> delivered to the facility in bulk and stored in an above ground tank. The water that <br /> services the rest of the facility is pumped from the onsite well. This well water is high in <br /> nitrates. The water system at this facility has been approved by the SJCEHD under <br /> permit PT006293, dated March 5 2003. One of the conditions in the permit is that <br /> facility connect to the City of Stockton water system within two years (March 5, 2005). <br /> The referenced inspection report requests that BP West Coast Products provide either <br /> the date that the facility will be connected to the City of Stockton water system or <br /> complete a permit to drill a new water well by November 20, 2004. <br /> We have discussed that the City of Stockton will not be extending their water system <br /> eastward across the Highway 99 freeway. I have also discussed with BP West Coast <br /> Products personnel what the fate of facility#595 will be as a result of the impending off- <br /> ramp intersection reconstruction. I have been informed that facility#595 will remain <br /> open until the construction activities block the enterances to the facility. At that time, BP <br /> West Coast Products will permanently close the facility. <br /> Today I discussed the reconstruction plans with the City's contractor overseeing this <br /> project, Mr. Pat Flatley_ Mr. Flatley informed me that the Stockton City Council will meet <br /> on December 14, 2004 to approve the reconstruction plan. In January the City will issue <br /> a Notice to Proceed to the construction company. The contractor then has 20 days to <br /> submit a detailed project schedule and the City has 10 days after that to approve the <br /> schedule. Mr. Flatley informed me the intersection area adjacent to facility#595 is <br /> planned to be on of the first locations to undergo construction activities that could <br /> commence as early as March, 2005. At some time after the initiation of construction, BP <br /> West Coast Products will close the facility_ <br /> by <br /> A SP affiliated company <br />
