Highway 99
Stockton CA 95212
San Joaquin County Environmental Health Department (SJC/EHD) has been informed by
a representative of Parsons Brinckerhoff Construction that several of the monitoring wells
that are part of the ongoing site investigation of the above referenced contaminated
underground storage tank site are located within the footprint of the proposed roadway
design changes of the Hammer Lane and Highway 99 interchange.
All monitoring wells that will be impacted by this construction project must be properly
destroyed under permit and inspection before the construction begins. San Joaquin
County well standards require that all monitoring wells with documented contamination in
the groundwater must be destroyed by overdrilling to completely remove all contents of
the original borehole, followed by backfilling from the bottom up with neat cement grout.
Monitoring wells predicted to be impacted by this project are: MW-2, MW-3, MW-4, MW-5,
MW-6, MW-7, MW-8, MW-10, DMW-1, DMW-2 and DMW-3.
Please submit a work plan for destruction of these monitoring wells. A San Joaquin
County Well Destruction Permit along with the required $60.00 permit fee must be
submitted for each parcel of land on which wells that will be destroyed are located. In
addition, encroachment permits and/or access agreements must be obtained for all wells
located offsite. Following completion of the road construction, a work plan for installation
of replacement wells will be required as part of the continuation of the site investigation.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret Lagorio, Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: James Barton, CVRWOCB
Rusty Benkosky, SECOR
