Hwy 99, Stockton, CA. <br /> This letter is to inform you,DBWS may be impacted by contaminants emanating from Arco#595, <br /> 6100 N. Hwy 99, Stockton. Monitoring well MW-7 for this site is within 200 feet of DBWS well. <br /> That monitoring well was sampled on August 1, 2001, and the results were 94 parts-per-billion <br /> (ppb)of MTBE, and 23 ppb of 1,2-dichloroethane. The results are in excess of the Safe Drinking <br /> Water Act(SDWA)Primary Maximum Contaminant Levels (MCL)of 13 ppb for MTBE and 0.5 <br /> ppb for 1,2-dichloroethane. The Health and Safety Code, Article 2, Section 116400 requires a <br /> public water system to conduct a periodic water analysis in accordance with conditions specified by <br /> the department. The water analysis shall be reported on a quarterly basis, unless the department <br /> finds that reasonable action requires either more or less frequent analysis. <br /> San Joaquin County Environmental Health Department(EHD)is therefore requiring DBWS to <br /> conduct a periodic water analysis for MTBE and 1,2-dichloroethane from the wellhead by a <br /> California Certified Laboratory. If the levels for MTBE or 1,2-dichloroethane are found to be above <br /> the MCL,then DBWS shall notify EHD and a confirmation sample shall be taken within 24 hours <br /> of being notified by the lab of the results. <br /> The first sample shall be taken and the results submitted to EHD by February 10,2002. Quarterly <br /> sampling shall continue thereafter with the well being sampled by June 2002,September 2002, <br /> and December 2002. All results of the sampling shall be reported to EHD by the 10th of the <br /> following month that the sample was taken. You may contact Arco's consultant,Thomas Parker <br /> with Secor at(916) 861-0400 ext. 232,to make arrangements for the sampling of DBWS. <br /> If DBWS is found in violation for MTBE or 1,2-dichloroethane,DBWS will be required to post <br /> public notification of this violation at the facility. Bottled water will be required for drinking,hand <br /> washing and on site food preparation until an approved potable drinking source can be provided. <br /> DBWS will be required to provide EHD with a corrective action plan for this violation (such as <br /> drilling a new well, or connection to a county or city water utility source)within 30 days of <br /> confirmation of a MTBE or 1,2-dichloroethane MCL violation. <br /> A f�1.489 per hour will he hilled to the owner of the water system for all RHD time spent <br /> on obtaining compliance with the reunir mentc for this water cyst�Pm. <br /> A Division of San Joaquin County Health Care Saviccs <br />
