3.0 PARTICIPANT QUALIFICATIONS <br /> 3.1 TRAINING REQUIREMENTS <br /> All ERM-West and subcontractor personnel working at the study areas <br /> will have completed an extensive training course and have previously <br /> worked at least 3 days at a hazardous waste site. In addition, all visitors <br /> to the site who may be potentially exposed to hazardous materials (i.e., <br /> in the designated exclusion zone) will have completed an extensive <br /> training course and have previously worked at least three days at a <br /> hazardous waste site. The training course must be designed to meet <br /> the requirements of 8 CCR 5192 (Hazardous Waste Operations and <br /> Emergency Response). The training course must consist of a <br /> combination of 40 hours of classroom and field exercises plus an <br /> annual 8 hour refresher. <br /> All site participants and designated visitors will be required to show <br /> proof of current training (less than one year since initial or refresher <br /> training) prior to field activities. Intended participants without current <br /> training documentation will be barred from site activities. <br /> 3.2 MEDICAL SURVEILLANCE <br /> All on-site personnel, subcontractors and visitors will be required to <br /> have a written statement from a licensed physician stating they have <br /> had a medical examination which meets the requirements of 8 CCR <br /> 5192. This examination must include pulmonary function testing as <br /> well as certification by the physician of the employee's ability to wear a <br /> negative-pressure respirator and perform strenuous work at hazardous <br /> waste sites. If a person sustains an injury or contracts an illness related <br /> to work on site that results in lost work time, he/she must obtain <br /> written approval from a physician to regain access to the site. <br /> 3.3 RECORDICEEPING <br /> Air monitoring via industrial hygiene monitoring or direct reading <br /> instrumentation will become part of the written record. Both medical <br /> and air monitoring data will be retained for 30 years. Training records <br /> shall be maintained in project files and are available for inspection at <br /> all times. Subcontractor training and medical surveillance certification <br /> will also be maintained in project files. <br /> 3-1 <br />
