Kennedy/Jenks Consultants <br /> 1.2 Facility Overview <br /> 1.2.1 Background and Regulatory History <br /> Effective 16 July 2003, BTQCLC purchased the Facility from Canandaigua, which had <br /> purchased the Facility and surrounding land from Heublein, Inc. and Heublein Wines (Heublein) <br /> in 1994. Heublein operated a bulk winery and distillery operation under Waste Discharge <br /> Requirements (WDR) Order No. 91-223, adopted by the CRWQCB on 26 November 1991. On <br /> 14 September 2001, the CRWQCB issued revised Monitoring and Reporting Program (MRP) <br /> No. 91-223 for the Facility's LAA. <br /> Kennedy/Jenks previously prepared a Report of Waste Discharge (RWD)for the Facility and <br /> submitted it to the CRWQCB on 15 March 2002. The RWD included data and information from <br /> the Facility available at the time as well as a description of additional data and information <br /> needed to satisfy the CRWQCB's request for information. After completion of the RWD, <br /> Canandaigua collected additional qualitative and quantitative data for several process water <br /> streams including the cooling water sump, and the east and west sumps as set out by the <br /> revised MRP. <br /> On 7 February 2003 and 5 September 2003, the CRWQCB issued the CDO specifying new <br /> monthly average flow discharge requirements in addition to total dissolved solids (TDS) and <br /> total nitrogen (TN), superseding limits that were outlined in the WDR. Kennedy/Jenks <br /> subsequently submitted a Process Water Characterization Work Plan for the Facility(14 March <br /> 2003); Solid Waste Disposal Plan (SWDP) (29 May 2003); Land Application Area Operation and <br /> Maintenance Plan (LAA O&M) (13 June 2003); and Effluent Limit Determination Technical <br /> Report (12 August 2004) (Kennedy/Jenks 2003a, 2003b, 2003c, 2004a, respectively). <br /> In accordance with the CDO, BTQCLC submitted a RWD to the CRWQCB on 28 January 2005 <br /> (Kennedy/Jenks 2005a). In response to the RWD, Kennedy/Jenks received questions for <br /> clarification from the CRWQCB in July 2005. In the meantime, BTQCLC had made the decision <br /> to begin planning for upgrading the Escalon facility to include crushing, fermenting, pressing, <br /> storing, fining, and filtering operations beginning in 2007. Consequently, the RWD was followed <br /> by an RWD Addendum on 19 September 2005 (Kennedy/Jenks 2005b)to document changes in <br /> operational plans for the Facility. Kennedy/Jenks is currently in the process of developing an <br /> Engineering Report, RWD Addendum II on behalf of BTQCLC, in response to comments from <br /> the CRWQCB, most recently in correspondence dated 14 February 2006. <br /> 1.3 Facility Description <br /> The winery Facility is located at 21801 Highway 120, approximately two miles northwest of <br /> Escalon, California (Figure 1). For the purposes of this report, the winery Facility, together with <br /> the evaporation and percolation basins (basins) or LAA located immediately west and north of <br /> the Facility are referred to as the "Site". The Site consists of 128 acres located in the south half <br /> of Section 36, Township 2S, Range 8E, (Mount Diablo Base & Meridian). <br /> The Facility area is mostly paved with asphalt or concrete and covers approximately 13 acres in <br /> the southeast corner of the Site.
