WASTE DISCHARGE REQUIREMENTS -3- <br /> CALIFORNIA CONCENTR-ATE COMPANY <br /> WASTEWATER TREATMENT AND DISPOSAL FACILITY <br /> SAN 7OAQUIN COUNTY <br /> conversion of the four disposal ponds to an oxidation pond and a series of evaporation and <br /> percolation(EP)beds. This southern EP bed area is divided into 13 checks with separate <br /> dosing capability for each check. Also,the Discharger recently purchased an additional parcel <br /> of approximately 10 acres size which includes a vineyard and an unlined pond. This land <br /> addition significantly increases the capacity and flexibility of the facility's wastewater <br /> treatment and disposal systems. A schematic of these systems is shown in Attachment B. <br /> 13. The Discharger has also improved in technical and monthly monitoring and reporting of <br /> wastewater flow,BODS, dissolved oxygen(DO), and pH,and also reporting of noncompliance <br /> events. There is apparently a decreased frequency of nuisance odors. Three odor events <br /> .occurred during 1997, each lasting about one to one and one-half weeks. Citizen complaints <br /> were received by Board staff on two of these occasions. This appears to be an improvement <br /> over past performance. Staff surveyed former complainants and the county environmental <br /> health inspector,and there is a guarded optimism that the nuisance odors may be corrected, <br /> however the complainants are reserving judgment until the heavy processing season is <br /> complete at the end of this fall. <br /> 14. The current treatment system consists of collection,pretreatment of grape wastewater including <br /> sulfide removal with hydrogen peroxide and pH neutralization,mechanical aeration by two 15 <br /> hp aerators in a pond with an approximate capacity of 1.2 million gallons, and stabilization and <br /> clarification in an oxidation pond. <br /> 15. The designated disposal area includes approximately 2.5 acres of EP beds to the south, <br /> approximately 4 acres of pecan orchard adjacent to the Mokelumne River(with limitations), <br /> approximately 7 acres to the north which is currently an old vineyard, and a 1-acre pond just <br /> east of the aerated treatment pond. The vineyard area may be irrigated with treated wastewater, <br /> and this area may be planted to new vineyard and/or convened to EP beds in the future. <br /> Normal operation of the disposal system entails pipeline gravity flow of treated wastewater <br /> from the oxidation pond to the southern EP beds. Each check is dosed sequentially and in daily <br /> rotation,which allows the check to dry before another application of wastewater is made. This <br /> procedure should maintain aerobic soil conditions in the EP beds,which will m;n;rn;ze odor <br /> problems. On rare occasions, such as for pond maintenance or to handle unusual conditions, <br /> one or both ponds may be bypassed, and wastewater applied directly to the EP beds. For this <br /> type of operation to be effective and not cause nuisance odors,the hydraulic and organic <br /> loading will be carefully controlled and applications to each check will be for one day or less, <br /> resulting in no standing water within 24 hours. <br /> The pecan orchard is directly adjacent to the Mokelumne River. It is used only to receive <br /> storm water when the plant is shut down, and in situations during dry times of year where the <br /> EP beds must be rested or dried,for routine maintenance. The pecan orchard is not a designated <br />
