WASTE DISCHARGE REQUIREMENTS -4-
CALIFORNIA CONCENTRATE COMPANY
WASTEWATER TREATMENT AND DISPOSAL FACILITY
SAN JOAQUIN COUNTY
disposal area for untreated wastewater. The EP beds will be mowed and dis_ced at least once
per year,so that their percolation capacity will be preserved.
16. The Discharger has recently obtained a Hach DR/2000 Spectrophotometer that is capable of
testing chemical oxygen demand (COD). These requirements give the Discharger the option of
testing for COD by laboratory or in-house, or testing for biochemical oxygen demand (BOD5)
in a laboratory. For samples from a specific source, COD can be related empirically to BODS,
then used for monitoring and control after correlation has been established. In-house COD
testing shall be performed on split samples in parallel with certified laboratory BODS testing
until a correlation between the two tests is established- After six months of such testing the
BODS monitoring requirement may be discontinued, upon approval by the Executive Officer of
the Discharger's written request to do so.
17. The Board adopted a Water Quality Control Plan, Third Edition, for the Sacramento River and
San Joaquin River Basins (hereafter Basin Plan), which contains water quality objectives for all
waters of the Basin. These requirements implement the Basin Plan.
18. The beneficial uses of the Mokelumne River are municipal and agricultural supply; recreation;
esthetic enjoyment; groundwater recharge; fresh water replenishment; and preservation and
enhancement of fish, wildlife, and other aquatic resources.
19. This discharge is exempt from the requirements of Title 27, CCR, Section 20080, et seq. The
exemption, pursuant to Section 20090(b), is based on the following:
a. The Board is issuing waste discharge requirements, and
b. The discharge complies with the Basin Plan, and
C. The wastewater does not need to be manned according to Title 22 CCR,
Division 4.5, Chapter 11, as a hazardous waste.
22.
