Cal/EPA
;. I°;i'-1 Ii '': Pete Wilson
Governor
April 16, 1998
State Water
Resources
Control Board
Division of Montgomery Ward&Co.,Incorporated
Clean Water c/o Mark Gilmartin
Programs Gilmartin&Le Berthon LLP
100 Wilshire Blvd., Suite 1325
Mailing Address: Santa Monica, CA 90401
P.O.Box 944212
Sacramento,CA
94244-2120
PRE-APPROVAL OF CORRECTIVE ACTION COSTS,CLAIM NO. 1760,
2014 -Street,
Suite 130 SITE ADDRESS: 5400 PACIFIC AVE, STOCKTON,CA 95207
Sacramento,CA
95814 The EAI March 18, 1998 proposal is partially pre-approved subject to the following provisions
(916)227-7748
FAX(916)227-4530
• The$4,000 to prepare a revised CAP is fully pre-approved;however,the content of the actual document
World Wide Web must support these costs. It is expected that this document will include more detail than ju t a general
http://www.swrcb.ca.
gov/-cwphome/ discussion and general cost determination of the various remedial options. Instead,it is expected that at
tundhorne.htm a minimum, the document will include(1)an evaluation of the various remedial alternatives for soil and
groundwater with a detailed estimate of the time schedule and costs for each alternative,( a
determination of the number of additional wells [i.e.,air sparge wells, vapor wells, groundwater wells,
etc.]needed to implement the preferred alternative, including placement and depth,(3)a piping layout
for the preferred alternative, with equipment compound layout,(4)a technical evaluation of the effect of
the pumping well on the preferred alternative[not just a general statement],and(5)an eva tion of the
phasing option for the remediation[which has been discussed with San Joaquin County]. ssentially,
this document should determine the cost effective alternative and provide sufficient detail o that it could
be utilized as the bid document to implement the remediation.
• The other tasks included in the EAI proposal are not pre-approved. The issue of the installation of new
ground water wells will be tabled pending completion of the CAP. If the next quarterly monitoring
event occurs prior to the completion of the CAP,these costs will be pre-approved consistei it with the
unit coststwith the exception of the travel and lodging costs which would not be pre-appro ed or
reimbursed.
• The actual costs and scope of work performed must be consistent with the pre-approval foi it to remain
valid. If a different scope of work becomes necessary, then you must request pre-approval of costs on
the new scope of work.
• The work products must be acceptable to the Regional Board(and/or local agency).
• The three-bid requirement has been waived for this pre-approval. For any future correctiv action work,
you must obtain three competitive, comparable bids and request pre-approval of costs fro r> the Fund(or
request and be granted a bid waiver).
Please remember that it is still necessary to submit the actual costs of the work as explained in the
Reimbursement Request Instructions to confirm that the costs are consistent with this pre-approval before
you will be reimbursed. To make this easier, insure that your consultant prepares his invoices to match
41D Our mission is to preserve and enhance the quality of California's water resources, and
Recycled Paper ensure their proper allocation and efficient use for the benefit of present and future generations.
