(ERI) is performing <br /> environmental/engineering activities at the above-referenced site. As you are aware, ERI submitted a <br /> Work Plan (dated: August 24 1998, entitled: Work Plan for Hydrogeologic Investigation at Former <br /> Unocal Service Station 5098) which described activities related to the evaluation of effects on ground <br /> water in the area due to the pumping of the Delta College agricultural well located near the subject <br /> site. As discussed during a telephone conversation with ERI personnel on August 28, 1998, the San <br /> Joaquin County Public Health Services Department, Environmental Health Division (the County) will <br /> not approve or disapprove the referenced work plan at this time. As you were made aware during the <br /> telephone conversation the County's approval has been established as a prerequisite by Montgomery <br /> Ward for access to the their wells to be monitored during the hydrogeologic investigation. You <br /> indicated that the County would not provide an approval letter for the Work Plan at this time because <br /> additional site activities specific to the Former Unocal Service Station Site are required. This letter <br /> confirms that site activities as requested in the County's letter dated February 26, 1997 (attached), <br /> will be addressed in a work plan that is anticipated to be provided by the deadline established in the <br /> letter of November 12, 1998. The work plan will address the following as presented in the County's <br /> letter: <br /> • '...each well with a depth to water above the screened interval is to be replaced with a new <br /> monitoring well.." <br /> • '...place additional soil borings in the areas of B-4, B-5, MW-2, as well as in the areas <br /> immediately up-gradient of MW-11 and MW-10." <br /> • '...UNOCAL to sample this well [Delta College irrigation well] at the very end of the <br /> pumping cycle..." <br /> ERI is proposing to perform the hydrogeologic investigation at this time because of the limited <br /> pumping period of the well (May through October). As you indicated, this well evaluation appears to <br /> be premature based on the need for additional site specific investigation activities.
