C CALIFORNIA REGIONA WL ATER QUALITY CONTROL BOARD '' Cal/EPA
0. CENTRAL VALLEY REGION
3443 Routier Road, Suite A
Sacramento,CA 95827-3098
Phone(916)255-3000
FAX(916)255-3015 Pete Wilson,Governor
25
5 November 1997
Mr. Gary Rimmey
Cargill, Inc.; MS-21
400 S. Highway 169
St. Louis Park,MN 55426
APPROVAL OF REQUEST FOR NO FURTHER ACTION, FORMER CARGILL MOLASSES
FEED PRODUCT FACILITY, STOCKTON, SAN JOAQUIN COUNTY
Staff have reviewed the 11 September 1997 Third Quarter 1997 Monitoring Report and the request for
closure for the former molasses feed product facility at Port Road 8 within the Port of Stockton. Staff
have also reviewed the case file and the reports which detail the soil and groundwater investigation at the
property. The reports contain information regarding (a) collection of soil samples, (b) demolition of all
above ground structures, (c) installation of three monitoring wells, and(d)three groundwater monitoring
events.
Although the initial soil samples contained elevated concentrations of both the oxidized and reduced
forms of nitrogen, the composite soil sample collected after the demolition activities were completed
contained much lower levels of nitrogen. Therefore, staff surmise that contaminated soil was removed
during the demolition activities and hereby approve Cargill's request for no further action for the soil at
this site. This approval is further justified by the probable paving of the site in the near future.
Groundwater has been analyzed for nitrate, ammonia, and total dissolved solids. Nitrate is not present
above levels of concern. Ammonia was found at up to eleven times the taste-and-odor threshold. Total
dissolved solids are elevated but this may be due to the proximity of the San Joaquin River and the
intrusion,of connate water. Staff hereby approve Cargill's request for no further action for the
groundwater at the site because the extent of contamination appears to be limited and does not appear to
impact the beneficial use of surrounding groundwater. However, if information presented at a later date
shows that beneficial uses are impacted due to Cargill's past activities, then the Board may reopen this
case. As requested, the three monitoring wells may be destroyed.
Nothing in this determination shall constitute or be construed as a satisfaction or release from liability
for any conditions or claims arising as a result of past, current, or future operations at this location.
Nothing in this determination is intended or shall be construed to limit or preclude the Regional Board or
any other agency from taking further enforcement action. This letter does not relieve Cargill, Inc. of any
responsibilities mandated under the California Health and Safety Code and the California Water Code if
existing, additional, or previously unidentified contamination at the site causes or threatens to cause
pollution or nuisance or is found to pose a threat to public health or water quality.
Recycled Our mission is to preserve and enhance the quality of California's water resources, and
c7 Paper P _.,.»...,..ate n .: -1 , _r-I[.-A---Al ,.,..;,.....
