-wool <br /> WORK PLAN <br /> ..r <br /> FACILITY DEMOLITION AND SOIL EXCAVATION <br /> CARGILL PORT ROAD NO. 8 MOLASSES FEED PRODUCT <br /> FACILITY, STOCKTON, CALIFORNIA <br /> SIERRA-PACIFIC PROJECT NO. 95-128.06 <br /> 1.0 INTRODUCTION <br /> Cargill, Inc. (Cargill) operates a molasses-based animal feed product facility at Port Road No. 8 (Port <br /> Road Facility), Stockton, San Joaquin County, California. Cargill has constructed a new feed product <br /> facility at 2130 West Washington Street, Stockton, and plans to cease operations at its facility located <br /> at Port Road No. 8, Stockton, California. The Port Road Facility property is owned by the Port of <br /> Stockton (Port) and currently leased to Cargill's Molasses Liquid Products Division (Figures 1 and <br /> 2). <br /> Sierra-Pacific Groundwater Consultants, Inc. (Sierra-Pacific) has been requested to prepare a work <br /> plan to address demolition and soil excavation activities at the site. Demolition work will be managed <br /> by Griffith Construction, Inc. (Griffith). This work will include the demolition of remaining facility <br /> structures and improvements at their facility that includes: numerous steel aboveground storage tanks; <br /> — aboveground and underground piping; an office building; a laboratory annex; a mix plant control <br /> room; concrete and asphalt pads; and, tank foundations. Upon completion of the demolition activities <br /> —' and removal of debris, Siena-Pacific will manage the removal of soils contaminated by feed products. <br /> Excavation activities will include the removal and agronomic application of contaminated soils that <br /> ` could impact ground-water quality. <br /> 2.0 PURPOSE OF PROPOSED WORK <br /> Cargill proposes to remove most existing structures, concrete foundations, tanks, pipes, fittings and <br /> equipment from the Port facility. Cargill will also excavate and remove an unspecified volume of <br /> product-stained soil to comply with Central Valley - Regional Water Quality Control Board (Regional <br /> Board) and Port directives.
