WASTE DISCHARGE REQUIREMENTS -26-
CITY OF STOCKTON
REGIONAL WASTEWATER CONTROL FACILITY
SAN JOAQUIN COUNTY LATE REVISIONS
(lbs/day)(1) 6,416
Cyanide(µP/1) 9.624
(lbs/day)(1) — 4411
DDT(lbs/yr)(2) 7.5
Endrin Aldehyde(lbs/yr)(2) 12.9
Lindane(lbs/yr)(2) 3.2
Turbidity(NTLJ)(3)
(1) Based on a permitted flow of 55 mgd.
(2) As calculated per Effluent Limitation B.11.
(3) Turbidity limits are not required until 1 May 2006,
7. The arithmetic mean of 20°C CBOD (5-day) and total suspended solids in effluent
samples collected over a monthly period shall not exceed 15 percent of the
arithmetic mean of the values for influent samples collected at approximately the
same times during the same period (85 percent removal).
8. The average dry weather discharge flow shall not exceed 55 mgd.
9. The peak wet weather discharge flow shall not exceed 67 mgd.
10. Survival of aquatic organisms in 96-hour bioassays of undiluted waste shall not be
less than:
a. Minimum for any one bioassay 70%
b. Median for any three or more consecutive bioassays 90%
11. The total annual mass discharge of mercury shall not exceed 0.92 lbs per year. This
interim performance-based limitation shall be in effect until final TMDL is
established for mercury. This Order requires the Discharger, beginning 1 January
2003, to operate existing effluent dissolved air flotation and filtration facilities
whenever treated wastewater is being discharged to the SJR, and by
1 May 2006, comply with Title 22, or equivalent, treatment. These operational
modifications will likely reduce effluent concentrations of mercury, and may
improve water quality pending completion of the TMDL. Actual mass loading over
or under this limitation shall be banked for future offset and shall not be considered
a violation as long as the Discharger is in compliance with Provisions G.1, G.6,
G.7, and G.8. The procedures for calculating mass loadings and banking are as
follows:
a. The total pollutant mass load for each individual month shall be dete^dined
u an average of all concentration data collected that month a d t
ing average monthly flow. All monitorin- aata collected icr the
moni: :< _,g and reporting program, pretreatment program and any special
studies shall be used for these calculations.
