FACT SHEET ORDER NO. R5-2002- 38- <br /> CITY OF STOCKTON <br /> REGIONAL WASTEWATER CONTROL FACILITY <br /> SAN JOAQUIN COUNTY LATE REVISIONS <br /> To track the Discharger's compliance with the interim mass limitation, the Discharger is <br /> required to calculate a 12-month consecutive running average of the mass loading for mercury <br /> and Group A pesticides. Starting on the 12`h month after adoption of this permit, and for every <br /> month thereafter, the total mass pollutant loading for the previous twelve months will be <br /> reported in the monthly discharge monitoring reports and compared against the interim mass <br /> limitations calculated in the previous section. For mercury, provided the terms of the <br /> compliance schedule are being met, any mass loading over and above the interim mass <br /> limitation (divided by 12 to approximate the monthly mass contribution, as described in <br /> Effluent Limitation B.11) will be banked as a debit against a net total of mass discharges over <br /> the interim limitation. Likewise, any trailing 12-month mass loading under the interim mass <br /> limitation, also divided by 12, will be banked as a credit to the net total. The cumulative net <br /> total will be maintained until the Regional Board adopts a discharge specific offset program in <br /> the permit. <br /> In addition to these numeric interim mass-based limitations for mercury and the identified <br /> Group A pesticides, this Order includes additional interim requirements as follows. See <br /> Provisions G.6 through G.8 for the schedule of deliverables. <br /> • Preparation of a pollutant prevention plan in compliance with CWC 13263.3(d)(3); <br /> • Continued contribution of resources and sampling data to the respective TMDL <br /> processes; <br /> • Performance of an engineering study examining the feasibility, costs and benefits of <br /> treatment to remove pollutants from the discharge and/or reclamation/recycling projects <br /> that may also reduce loading; and <br /> • For mercury, performance of a study to identify other sources of mercury within the <br /> watershed available for offset reduction and estimate the costs and potential reductions <br /> in receiving water loading associated with total or partial removal of these sources. <br /> Based on this information an offset program proposal will be developed by the <br /> Discharger for consideration by the Regional Board. <br /> 11.5.4 Offset Program—Mercury Bioaccumulative Priority Pollutant <br /> It is recognized that the SIP recommendation to consider interim limitations at"representative, <br /> current levels" could effectively place a cap on future growth of the RWCF service area. <br /> Therefore, one of the interim requirements, above, requires the development of an offset <br /> program, which could be used to offset mercury loads over and above the interim limitation.
