The NPDES permit
is in the process of being renewed. The last Pretreatment Compliance Inspection (PCI) was conducted in
January 1999. The Pretreatment Compliance Audit (Audit) discussed in this report included interviews
with City pretreatment staff, a review of the City's overall pretreatment program and legal authorities,
specific file reviews of seven significant industrial users (SNs) for the years 1999 and 2000, and on-site
inspections of three facilities.
The City regulates a total of about 110 industrial users (Ns) under the pretreatment program, 40 of
which are identified as SNs by the City. Of the 40 SNs, the City identifies 19 categorical industrial
users (CNs) and 21 major non-categorical SNs. The City also manages roughly 20 minor non-
categorical industrial users and approximately 50 Special Use Permits. The Special Use Permits are
issued for small quantity discharges from unique situations including, but not limited to, hydrostatic tank
and pipe testing, non-industrial commercial users, gasoline groundwater remediations, and groundwater
dewatering.
A legal authority review of the sewer use ordinance will be completed as part of this Audit and the
findings will be sent separately.
