City of Stockton v _ 10 - 13 December 2000 <br /> Pretreatment Compliance Audit <br /> Recommendation: <br /> Any categorical discharger with production-based limits should be clearly identified. Assumptions <br /> and calculations used to develop the limits should be clearly stated including sample calculations. <br /> INDUSTRIAL USER SITE INSPECTIONS <br /> Robert Fagemess, Christyl Escarda, and Ryan Lodge of the Regional Board and Diana Robles of the <br /> State Water Board carried out a site inspection of the Delta Plating facility. The inspection at the <br /> Viktron facility was conducted by all three of the Regional Board staff with the follow up inspection by <br /> Robert Fagemess and Ryan Lodge of the Regional Board. Robert Fagemess and Ryan Lodge of the <br /> Regional Board also conducted an inspection of the Corn Products facility. Frank Tucker accompanied <br /> the State inspectors on the visit to Viktron and Corn Products while Richard Stiffler accompanied State <br /> inspectors on the inspection of the Delta Plating facility. <br /> Delta Plating pretreats wastewater for metals to meet categorical and local limits. The interior of the <br /> facility, treatment processes, pretreatment process, and sampling station were inspected. The <br /> owner/operator of the facility indicated to State inspectors that the daily discharge is roughly 3,500 to <br /> 3,800 gpd. The facility currently does not have an industrial stormwater permit, which is required of all <br /> metal finishing industries. <br /> Two 55-gallon unlabeled drums (presumed to be acid) were located within the plating bath area near an <br /> open roll-up door facing the street. There were no restraining mechanisms in place (while door is open) <br /> to prevent the drums from accidentally tipping and spilling to the outside and into storm drains. A nylon <br /> screen with rubber band covered the 8-inch sewage overflow/cleanout which is outside and accessible to <br /> the public. The facility operator indicated a brass cover was stolen from the overflow and that the screen <br /> was the solution. This appears to be a public safety hazard. <br /> Recommendation: <br /> The City should require Delta Plating to provide a more permanent and safer sewer overflow cap <br /> cover than is currently in place. The facility has been referenced to the appropriate Regional Board <br /> unit for industrial storm water permitting. <br /> Corn Product Company is a non-categorical SN which manufactures animal feeds, cornstarch, com <br /> germ, starch and com syrup on a year-round basis. The ECO and Board staff inspected the facility on <br /> 13 September 2000. The pH adjustment area and monitoring location were inspected. The pH, flow <br /> monitoring and sample collection appeared appropriate given the requirements of the City's permit. <br /> It was apparent that spillage from the pH adjustment tank had occurred and caused considerable <br /> corrosion to the base of the tank (see photos). The accompanying ECO stated that this must have been a <br /> relatively recent spill, as the staining was not noted during his previous visit. There was no report of an <br />
