All spills or pretreatment upsets (slug <br /> loadings) are required to be reported immediately to the control authority by the industry pursuant to 40 <br /> CFR part 403.12(f). <br /> Requirement. <br /> The City shall require Corn Products to prepare a Slug Discharge Control Plan in accordance with <br /> 40 CFR 403.809(2)(v). Additionally, the City should investigate the spill and issue a Notice of <br /> Violation to Corn Products if the spill was indeed not reported to the City as required by <br /> 40 CFR 403.12(n. The interior of the building, manufacturing <br /> processes, and pretreatment processes were inspected. During the initial inspection it appeared that.the <br /> facility was in possible violation. The IU's on-site environmental technician initially indicated to State <br /> inspectors that plating bath rinse water was collected, treated and then stored for on-site use as non- <br /> contact cooling water. The technician stated that occasionally this excess cooling water is discharged to <br /> the City's sanitary sewer and bypasses the existing monitoring station. Such a discharge would be in <br /> violation of categorical pretreatment monitoring requirements. <br /> The ECO conducted an additional follow-up inspection to verify the ultimate destination of the plating <br /> bath rinse water. Board staff also re-inspected the facility on 13 September 2000. The piping from the <br />
