Although it is recognized that
the proposal is minor in scope, immediately adjacent to the City
wastewater ponds, and appears to be a continuation of a previous
use, we remain concerned.
The description in the Order of the treated effluent to be
applied to the land does not appear to be consistent with the
information sheet. The Total Coliform in the water reflects
"(after disinfection) " whereas, the Information Sheet states that
"The reclaimed wastewater is not disinfected when irrigated".
The Order should reflect test data which is representative of
what will be applied to the land. The representative test data
should be provided to Mr. Jacques, the landowners within a one
(1) mile radius of the site and other interested parties.
In addition to the pathogen level (Coliform) and the salt
level which is high, metals, radioactivity, Trihalomethane
formation potential, oil and grease, and total petroleum hydro-
carbons should be represented. The land, the groundwater and the
irrigation water should be tested before application and at least
annually thereafter.
