Both the <br /> City and the landowner should be required to agree to be respon- <br /> sible for any resulting contamination and pollution and any <br /> required cleanup of the land and water (including both ground and <br /> surface waters) . Because of the technical nature of the impacts, <br /> the City is in the best position to control the risk. The <br /> landowner should not be the only party responsible for cleanup. <br /> The site is immediately adjacent to Highway 4 and is partic- <br /> ularly exposed to trespass.
