Any disposal of solid wastes must be conducted in a manner
that is consistent with Chapter 15, Division 3, Title 23, of the California Code of Regulations. As we
have not received any information on the characterization of the materials, or the proposed method of
disposal, it is unclear whether or not the activity is acceptable.
Please provide this office, as soon as possible, the results of the waste characterization. This includes
the sampling locations, sample collection methods, analyses, and a discussion of results. In addition,
the source and volume of soil excavated, as well as its intermediate and proposed final disposition
should be outlined.
Continued excavation is at the risk of the City of Stockton. Should the characterization results show that
the material is regulated by Chapter 15, the City will be responsible for relocating and properly disposing
any previously hauled wastes.
Please call me at(916) 255-3023 if you have any questions.
k" LvPATRICIA LEAKY
Associate Engineer
PHL:pl
cc: Mr. Mike Inferna, San Joaquin County Department of Environmental Health, Stockton
