WASTE DISCHARGE REQUIREMENTS -15- <br /> CITY OF STOCKTON <br /> REGIONAL WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> Discharger shall comply with the following time schedule in conducting a study of this <br /> constituent's potential effect in surface waters: <br /> Compliance Report <br /> Task Date Due <br /> Obtain Approval for Request for <br /> Proposal to Hire Consultant 15 April 1995 <br /> Notice to Proceed Issued to <br /> Consultant 1 October 1995 <br /> Submit Workplan and Time Schedule <br /> for Review and Approval 15 November 1995 <br /> Begin Study Within 30 days after <br /> approval <br /> Complete Study Within 1 year after <br /> approval <br /> Submit Study Report Within 14 months <br /> after approval <br /> The Discharger shall submit to the board on or before each compliance report due date, the <br /> specified document or, if appropriate, a written report detailing compliance or non- <br /> compliance with the specific date and task. If non-compliance is being reported, the reasons <br /> for such non-compliance shall be stated, plus an estimate of the date when the Discharger <br /> will be in compliance. The Discharger shall notify the Board by letter when it returns to <br /> compliance with the time schedule. <br /> If after review of the study results it is determined that the discharge has reasonable <br /> potential to cause or contribute to an exceedance of a water quality objective, this Order <br /> will be reopened and effluent limitations added for the subject constituent. <br /> 3. The Discharger shall conduct the chronic toxicity testing specified in the Monitoring and <br /> Reporting Program. If the testing indicates that the discharge causes, has the reasonable <br /> potential to cause, or contributes to an in-stream excursion above a water quality objective <br /> for toxicity, the Discharger shall submit a workplan to conduct a Toxicity Reduction <br /> Evaluation (TRE). Upon approval, the Discharger shall conduct the TRE. This Order will <br /> be reopened and a chronic toxicity limitation included and /or a limitation for the specific <br /> toxicant identified in the TRE included.
