WASTE DISCHARGE REQUIREMENTS -16- <br /> CITY OF STOCKTON <br /> REGIONAL WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> objective is adopted by the State Water Resources Control Board, this Order may be <br /> reopened and a limitation based on that objective included. <br /> 4. The Discharger shall not allow pollutant-free wastewater to be discharged into the <br /> collection, treatment, and disposal system in amounts that significantly diminish the system's <br /> capability to comply with this Order. Pollutant-free wastewater means rainfall, ground <br /> water, cooling waters, and condensates that are essentially free of pollutants. The <br /> Discharger shall submit a plan to limit the discharge of pollutant-free water within 90 days <br /> of adoption of this Order for approval by the Executive Officer. <br /> 5. The Discharger shall operate the siphon discharge shutoff to minimize chlorine discharges to <br /> the extent technically and operationally feasible. The Discharger shall report the duration <br /> and magnitude of all residual chlorine concentrations greater than zero in accordance with <br /> Monitoring and Reporting Program No. 94-324. <br /> 6. The Discharger shall operate the pH control system, and the siphon discharge shutoff, to <br /> prevent excursions outside the range of 6.0-8.5 to the extent it is operationally feasible. <br /> 7. The Discharger shall submit a plan to evaluate compliance with effluent and receiving water <br /> limitations B.7, E.8, and E.9, by 1 December 1995, for approval by the Executive Officer. <br /> 8. If the Discharge intends to use reclaimed water for additional specific uses beyond those <br /> described in Finding 30, it shall first submit a written report demonstrating, to the <br /> satisfaction of the Executive Officer, that the uses will be in compliance with the terms of <br /> this Order. <br /> 9. The Discharger shall use the best practicable cost-effective control technique currently <br /> available to limit mineralization to no more than a reasonable increment. The Discharger <br /> shall submit a plan to limit mineralization by 1 July 1995 for approval by the Executive <br /> Officer. <br /> 10. The Discharger shall comply with all pretreatment requirements contained in 40 CFR Part <br /> 403 and shall be subject to enforcement actions, penalties, fines and other remedies by EPA <br /> or other appropriate parties, as provided in the Clean Water Act, as amended. The <br /> Discharger shall implement and en.arce its approved Pretreatment Program. EPA may <br /> initiate enforcement action against an industrial user for noncompliance with applicable <br /> standards and requirements as provided in the Clean Water Act. <br /> 11. The Discharger shall enforce the requirements promulgated under Sections 307(b), (c), (d), <br /> and 402(b) of the Clean Water Act. The Discharger shall cause industrial users subject to <br /> federal categorical standards to achieve compliance no later than the date specified in those <br /> requirements or, in the case of a new industrial user, upon commencement of the discharge. <br />
