MONITORING AND REPORTING PROGRAM -4- <br /> CITY OF STOCKTON <br /> REGIONAL WATER QUALITY CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> 3 From 1 June through 30 November, Stations R-1 through R-8 shall be sampled. From 1 December through 31 <br /> May, Stations R-2 through R-5 shall be sampled. <br /> In conducting the receiving water sampling, a log shall be kept of the receiving water conditions <br /> throughout the reach bounded by Stations R-1 and R-8. Attention shall be given to the presence or <br /> absence of: <br /> a. Floating or suspended matter <br /> b. Discoloration <br /> c. Bottom deposits <br /> d. Aquatic life <br /> e. Visible films, sheens or coatings <br /> f. Fungi, slimes, or objectionable growths <br /> g. Potential nuisance conditions <br /> Notes on receiving water conditions shall be summarized in the monitoring report. <br /> THREE SPECIES CHRONIC TOXICITY MONITORING <br /> Chronic toxicity monitoring shall be conducted to determine whether the effluent is contributing <br /> toxicity to the San Joaquin River. The testing shall be conducted as specified in EPA 600/4-89- <br /> 001. Chronic toxicity samples shall be collected at the discharge of the Stockton Regional Water <br /> Quality Control Plant prior to its entering the San Joaquin River. Twenty-four hour composite <br /> samples shall be representative of the volume and quality of the discharge. Time of collection <br /> samples shall be recorded. No temperature or pH adjustments of the tests are allowed except as <br /> specifically authorized by the Executive Officer. Sufficient waste water will be collected at the <br /> beginning and at each renewal to enable completion of the test in the event of plant shutdown. <br /> The effluent tests must be conducted with concurrent reference toxicant tests. Monthly laboratory <br /> reference toxicant tests may be submitted upon approval. Both the reference toxicant and <br /> effluent test must meet all test acceptability criteria as specified in the chronic manual. If the test <br /> acceptability is not achieved, then the Discharger must re-sample and re-test within 14 days. <br /> Chronic toxicity monitoring shall include the following: <br /> Species: Pimephales nromelas, Ceriodaphnia dubia, and Selenastrum capricornutum <br /> Frequency: Four times per quarter, four quarters per year; After 16 tests are completed in accordance with <br /> this Order, which meet all test acceptability criteria, the frequency shall be reduced to one test per <br /> quarter, four quarters per year. <br />
