xegional Water Quality Control Board
August 9 , 1985
Page 2
CITY OF STOCKTON - ADMINISTRATIVE CIVIL LIABILITY COMPLAINT
NO. ACL-UO3
5 . Final plans and specifications for the modification and
repair of the multimedia filters are complete and the project is
scheduled to go out to bid shortly. The scope of the project
includes completely changing the underdrain system type to one
that is not susceptible to clogging. The project also calls for
replacement of the media and provision of positive pressure
relief.
6 . With the termination of water hyacinth testing, the City is
currently cleaning the supply ditch to oxidation pond 14 in order
to reestablish this location as the point where disinfection of
the wastewater occurs . By chlorinating at this point, most if
not all of the chlorine applied to achieve disinfection will be
dissipated naturally prior to discharge. Sulfonation will of
course be used to remove any remaining residual chlorine.
7 . Existing sulfonation equipment has been completely overhauled
to assure reliability.
8. Chlorine residual analyzers are being overhauled and the
control loop with the computer is being worked on in order to
provide continuous residual analysis within the limitations of
the ampheremetric method for chlorine residual analysis and to
control dechlorination accordingly.
9 . The City is currently requesting proposals for a Wastewater
Master Plan that will assess current and future wastewater
treatment needs so that necessary additions can be made in a
timely manner and discharge requirements can be consistently met
as flows and loading increase.
The City has taken or is taking steps to assure that the unique
circumstances and converging factors that resulted in the
unforeseen problems in June are not repeated. Most of the above
steps were initiated prior to receipt of your Administrative
Civil Liability Complaint.
In view of these positive actions by the City, it is anticipated
this will have an effect on our civil liability.
THO J. llUSH
DIRE TOR OF MUNICIPAL UTILITIES
IJD:LEN:ac
Z - 6
