' 1 INTRODUCTION
This Soil Gas Sampling Workplan is an appendix to the Removal Action Workplan (RAW) that was
' prepared to remedial activities for the property located at 2711 Navy Drive, Stockton, California
(the Site, see Figure 1). The Site will be excavated to a depth of approximately 2-3 feet below
ground surface (ft bgs) to remove the soil impacted by total petroleum hydrocarbons (TPH),
volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PNAs),
polychlorinated biphenyls (PCBs), and metals. In addition, groundwater samples will also be
collected from the Site. Site activities will be conducted under the supervision of the
Department of Toxic Substances Control (DTSC) and in accordance with the Voluntary Cleanup
Agreement (VCA) between the DTSC and The Learner Company. Additionally, the Port of
' Stockton will be overseeing site activities as the landowner.
This Soil Gas Sampling Workplan has been prepared in accordance with the DTSC draft
' document entitled Advisory-Active Soil Gas Investigations, dated March 2010.
The goal of this sampling event is to determine the concentrations of vapor phase VOCs in the
' shallow soil at the Site. The data gathered during this sampling event will be used to represent
the conditions for potential on-Site industrial workers. Based on the results of this evaluation,
appropriate mitigation measures will be developed, if necessary. The following text provides a
' brief description of the Site, previous investigations, the procedures to be followed during the soil
gas sampling event, and the evaluation of the resulting data.
' M/LLEB BBOO/(5
