1.0 INTRODUCTION
As a result of subsurface petroleum hydrocarbon impact beneath Service Station 9-6171, in
Stockton, California (Figures 1 and 2), Chevron U.S.A. Products Company (Chevron) has
been engaged in an investigation and monitoring program. In order to develop the remedial
approach, Chevron retained Pacific Environmental Group, Inc. (PACIFIC) to prepare this
corrective action plan (CAP). This plan was prepared pursuant to guidelines contained in
California Code of Regulations (CCR) Chapter 16, Article 11. The purpose of the plan is to
provide a framework for remediation, considering all pertinent regulatory guidance, site
conditions, site remediation constraints, and probable future uses of the site.
1.1 Previous Subsurface Investigations
Soil and groundwater investigations at the site have been conducted by Groundwater Tech-
nology, Incorporated, Dames and Moore, and Sierra Environmental Services (Sierra). Inves-
tigative work included: a soil vapor survey, the installation of groundwater monitoring wells
(MW-1 through MW-7), soil sampling of the former underground storage tanks (USTs)
excavation, well abandonment (MW-1), and a limited off-site source search.
1.2 Document Format
Within this document, a conceptual site model is developed (Section 2.0), and site water
quality, public health, and safety goals are identified (Section 3.0). The need for remedial
action is outlined in Section 4.0. In Section 5.0, remedial objectives are identified, remedial
technologies are screened and assembled into remedial alternatives, alternatives are evaluated,
and a specific alternative is recommended. An implementation schedule is proposed and is
included herein as Section 6.0.
3201357B/CAPREV 1 1 June 29, 1995
