Using technical, institutional, environmental safety, <br /> and economic criteria it was shown that implementation of <br /> Alternative 2 would not be cost effective. <br /> Alternative 1 was favored because its effectiveness is long term, the <br /> costs to public health and safety are less than those associated with <br /> Alternative 2, and the resource cost to the public is more reasonable <br /> than that for Alternative 2. It was shown that Alternative 1 minimizes <br /> the potential burden on the people of the State with the expense of <br /> remediation. Alternative selection was based on several criteria <br /> including the evaluation of technical, institutional, environmental_ <br /> safety, and economic criteria. The benefit gained by initial short term <br /> effectiveness of Alternative 2 did not out weigh the outcome of the <br /> other criteria. The actual effectiveness of Alternative 2 in the short <br /> term was also suspect due to the presence of the chlorinated plume <br /> and the low concentration of hydrocarbons associated with the site. <br /> 1.0 INTRODUCTION <br /> 1. Submit soil vapor survey data. <br /> A copy of the soil vapor survey has been submitted to PHS/EPD by <br /> Chevron. <br /> 2.0 CONCEPTUAL SITE MODEL <br /> 1. Submit addresses of fuel leak cases referred to in CAP. <br /> PACIFIC is currently in contact with the RWQCB regarding current <br /> information regarding these cases. It is our current understanding that <br /> at least three UST fuel leak cases in the Lincoln Center area have <br /> operated under the following business names: Finest Care Cleaners, <br /> Lincoln Center 1 Hr Martinizing, Norge Cleaners, Norge Cleaning <br /> Village, Lincoln Village Cleaners, Village Cleaners, Lincoln Village <br /> Cleaners Incorporated, and Exxon Service Station. <br /> ?.
