Tetrachloroethene (PCE) and/or trichloroethene (TCE) are <br /> consistently detected in private wells PW020 and PW021, located near the north end of DDJC-Sharpe. <br /> These contaminants originate from the North Balloon area on the Sharpe facility and are part of what is <br /> commonly referred to as the "North Balloon plume". The Draft FFA Annual Progress Report, <br /> December 2000 through September 2001 (URS, December 2001) shows that TCE was detected in 3 of <br /> 4 quarters in well PW020 at concentrations ranging from 1.0 to 1.4 µg/L. In well PW021,PCE was <br /> detected in 2 of 4 quarters at concentrations ranging from 0.6 to 0.8 µg/L. TCE was also detected at a <br /> concentration of 1.3 gg/L in well PW021 in the second quarter of 2001. <br /> The State of California Office of Environmental Health Hazard Assessment (OEHHA) recently <br /> adopted Public Health Goals (PHGs) for both PCE and TCE. PHGs are based entirely on public health <br /> considerations and represent concentrations in drinking water at which no adverse health effects are <br /> expected to occur from a lifetime of exposure. The PHGs for PCE and TCE are 0.06 gg/L and 0.8 <br /> µg/L,respectively. Concentrations of TCE and/or PCE in wells PW020 and PW021 exceed these <br /> PHGs. <br /> Based on DDJC-Sharpe's response to our questions (IJRS email, Response to Comments on Draft <br /> FFA Annual Report, 3 April 2002) on the status of private wells PW020 and PW021, it appears that <br /> these wells are the only source of drinking water currently available to the property owners. Therefore, <br /> we request that DDJC-Sharpe provide alternative drinking water supplies to the owners of PW020 and <br /> PW021. These alternatives may include installing wellhead treatment to remove the contaminants, <br /> installing a replacement well screened in portions of the local aquifer system unaffected by DDJC- <br /> Sharpe's plumes, subsidizing a connection to a City of Lathrop water main, or subsidizing delivery of <br /> California Environmental Protection Agency <br /> �d Recycled Paper <br />
