r
Mr. Marshall Cloud
June 15, 2005
Page 2
3.) Page 3-3, first paragraph, first sentence; This sentence indicates the present
worth of the OU-1 cleanup remedy was projected at $4.1 M over 16-years of
active service. Please clarify in the report that the $4.1 M was the "present
worth" in 1993, not 2005. Please amend this figure to reflect the present worth
of the remedy using "today's dollars."
4.) Page 3-8, Table 3-3; The table indicates the removal action at site S-26 was
completed in 1998. The table's status of "completed" contradicts sections 3.2.4,
4.4.2, and 5.3 indicating that a portion of S-26 requires the removal of lead
contaminated ballast during the summer of 2005 in order to meet the cleanup
objectives. Please modify either the table or text in the report for consistency.
5.) Page 5-2, "Ground water Modeling;" It appears as if DDJC-Sharpe proposes to
conduct periodic ground water modeling of the site to ensure that full hydraulic
containment of the plumes are accomplished. Please clarify in the report
whether DDJC-Sharpe intends to conduct the ground water numerical modeling
annually as requested by the State agencies in previous Remedial Project
Manager meetings.
6.) Page 5-2, last bullet, Amendment to the OU-1 Record Of Decision (ROD); In
addition to the necessity to revise the OU-1 ROD to account for the changes in
the selected remedy, the OU-1 ROD Amendment needs to include language for
Institutional Controls for OU-1 ground water similar to the 2004 Explanation of
Significant Differences to the Comprehensive ROD that was prepared for the
DDJC-Tracy site.
If you have any questions regarding this letter, please contact me at (916) 255-3713.
Sincerely,
Peter MacNicholl
Remedial Project Manager
Office of Military Facilities
cc: See DDJC Sharpe distribution list.
