The existing North and South Balloon Area <br /> extraction and treatment systems are interim measures and as such, do not <br /> adequately capture and treat all of the ground water contaminated with VOCs <br /> exceeding the Primary Maximum Contaminant Levels (MCLS) . The site-wi a ROD <br /> for ground water should memorialize all those remedial actions nee( ed to <br /> cleanup the aquifer. <br /> 3. Numerical aquifer cleanup levels for all of the constituents of concern <br /> should be stated in the Proposed Plan. In addition, the aquifer c eanup <br /> level is different than the performance or treatment standards i .e. , <br /> effluent limits) for the treatment and disposal of the contaminated round <br /> water.
