Box 960001 <br /> Stockton, CA 95296-0250 <br /> WORK PLAN FOR NORTH BALLOON EXTRACTION WELLS, DEFENSE DISTRIBUTION REGION WEST <br /> (DORW), SHARPE SITE, SAN JOAQUIN COUNTY <br /> We have reviewed the Work Plan for North Balloon Extraction Wells submitted on <br /> 17 October 1991 by the U. S. Army Toxic and Hazardous Materials Agency (USATHAMA) <br /> and prepared by Environmental Science and Engineering (ESE) for the DDRW, Sharpe <br /> Site (Sharpe) . Our comments and concerns with the Work Plan are discussed in the <br /> enclosed memorandum. In addition, we have previously discussed our comments and <br /> concerns with Mr. Craig MacPhee of USATHAMA on two occasions. <br /> The Work Plan is similar to previous documents prepared by USATHAMA/ESE in that <br /> the supporting graphics are well prepared and generally above average in quality. <br /> These graphics help to expedite the review of the document. However, as noted <br /> with previous documents, the rationale for decision making is not always <br /> presented in the Work Plan. We request that USATHAMA/ESE document the <br /> justification for decisions so that needless questions may be avoided. <br /> Based on conversations with Mr. MacPhee, it appears that Sharpe has modified its <br /> approach to the design of the additional extraction wells in the North Balloon <br /> Area. In particular, the screen lengths of the extraction wells have sometimes <br /> been lengthened to greater than ten feet based nn lithology and contaminant <br /> concentrations. We commend Sharpe for attempting to improve the design of the <br /> extraction well system. We request that Sharpe evaluate the changes in the <br /> design approach.
