STATE OF CALIFORNIA - ENVIRONMENTAL PROTECTION AGENCY PETE M LSON, Governor
DEPARTMENT OF TOXIC SUEIVANCES CONTROL
Region 1 _
10151 Croydon Way,Suite 3
Sacramento,CA 95827-2106
(916)855-7700
RECEIVED
AUG 1 4 1991 August 12, 1 91
ENVIRONMENTAL HEALTH
PERMIT/SERVICES
Mr. Abel W. Haines, P.E.
Director, Environmental Program Office
Defense Logistics Agency
Defense Distribution Region,
West Sharpe Site
Lathrop, CA 95331
Dear Mr. Haines:
COMMENTS ON GROUND WATER FEASIBILITY STUDY
On June 18, 1991, the Defense Distribution Region, West
Sharpe Site (Sharpe) , submitted to the Department of Toxic
Substances Control (Department) (see comment below) the following
documents:
"Remedial Investigation/Feasibility Study at Sharpe
Site, Groundwater Feasibility Study Report" ,
Environmental Science and Engineering, Inc. , June 1991
(hereinafter "Draft Final Ground Water FS") and
"Remedial Investigation/Feasibility Study at Sharpe
Site, Risk Assessment Report" , Environmental Science
and Engineering, Inc. , June 1991 (hereinafter "Risk
Assessment Report") .
Previously, Sharpe submitted a secondary document to the .,
Draft Final Ground Water FS. Comments on that document, the
Focused Feasibility Study, were provided to Sharpe in a March 15,
1991, letter from Mr. David Wang. Those comments were considered
during the Department's review of the Draft Final Ground Ovate
FS. Generally, the Draft Final Ground Water FS and Risk
Assessment Report appear to be well prepared and technically
adequate. However, the Department concerns, as specified in the
enclosed memorandum (Enclosure 1) , are to be addressed pursuant
to the Sharpe Federal Facility Agreement. Our primary genera
concerns are highlighted below and related applicable issues
follow:
1. The Draft Final and Final Ground Water FS must be signed and
stamped with registration number and expiration date by
Civil Engineer or Geologist registered in the State of
California.
