I
/ STATE OF CALIFORNIA . • GEORGE DEUKMEJIAN, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A ,, q`mp
SACRAMENTO. CA 95827-3098
RhU
AUG 23 ` -1
21 August 1990 ENVIRONMENTAL HE>,LTH
PERM IT `SIC
Abel W. Haines, P.E.
Environmental Program Manager
Sharpe Army Depot
Lathrop, California 95331
INTERIM GROUND WATER EXTRACTION ACTIVITIES, SHARPE ARMY DEPOT, SAN JOAQUIN COUNTY
This letter is in response to your 17 July 1990 letter requesting our concurrence
with the transfer of treated ground water from the South and North Balloon Area's
to the LOF CoGen facility. The effluent will be used by CoGen and ultimately
discharged to an EPA permitted hazardous waste injection well . We not only
concur with this use of the treated ground water, but strongly support this reuse
by CoGen in lieu of additional pumping of the local aquifer.
However, we are concerned about your plans, to dispose of the treated ground
water, in the event CoGen has to temporarily shutdown its deep injection well for
cleaning and/or maintenance. Therefore, you should submit to us, by 20 September
1990, the expected frequency and duration of these shutdowns, and your plans to
dispose of the treated ground water during these times. One possibility, is to
modify ycur existing NPDES nermit to allow the surface water discharge Of treated
ground water, from both the North and South Balloon Areas, during these shutdown
periods. In addition, the monitoring reports requested by EPA for the effluent
at Sharpe and CoGen should also be submitted to this office.
Because you plan to discharge treated ground water to the CoGen facility, your
current NPDES permit for the South Balloon Area and your application (dated 25
January 1990) for an NPDES permit for the North Balloon Area may no longer be
N•germane. Therefore, we do not intend to review and process your North Balloon
Area's NPDES Permit application at this time. After review of your plans to
dispose of the treated ground water during temporary shutdowns of the CoGen's
injection well , we will either rescind or modify your current NPDES permit.
Enclosed with your 17 July 1990 letter was a copy of a report entitled "Arsenic
Contamination Study for the Sharpe Army Depot", prepared by Argonne National
Laboratories, dated June 1990. My staff is still reviewing this report. Since
additional RI investigative work on arsenic is ongoing we shall reserve our
comments on the arsenic issues until this work is completed.
