Our office commented on the adequacy of the items in a 27 January <br /> 1988 memorandum sent via 11 February 1988 cover letter. Essentially, the <br /> information and work proposals lacked correlation, interpretation, and proper <br /> presentation of the Remedial Investigation (RI) data collected to that date. <br /> Our 27 January memorandum detailed, eery specifically, how the data should be <br /> correlated, interpreted, and presented. A revised report and associated work <br /> plan was requested by 25 March 1988. <br /> In August 1988 the EPA, DHS, and Regional Board (Agencies) finally received the <br /> requested report. The August 1988 Report responded to little of the Agencies' <br /> concerns detailed in memorandums attached to the 11 February cover letter. In <br /> fact, the August 1988 report was so inadequate that the Agencies saw no <br /> alternative except to perform their own data interpretation. Thus in a joint <br /> Agency effort, soil and ground water analytical data were compiled, reviewed, <br /> and representative values selected; contaminant sources were plotted on a base <br /> map and mylar overlays; ground water data were plotted and contoured on <br /> additional overlays; and remaining data needs to complete the RI were identified. <br /> All this information was sent to USATHMA and Hunter/ESE, via a 17 January 1989 <br /> letter from the agencies signed by EPA, requiring its inclusion into another <br /> revised RI report and work plan. <br /> During this time, negotiation of an Interagency Agreement (IAG) between the <br /> Agencies and Department of Defense was completed. The IAG was formally signed <br /> by all parties in March 1989. The IAG contains a list of deliverables USATHMA <br /> is to submit to complete the RI/FS program at Sharpe. The first significant <br /> submittal was a "Draft Work Plan for Completion of the Remedial Investigation". <br /> The Draft Work Plan was to contain a complete description, with rationale, and <br /> time schedule for all remaining work necessary to complete the RI . <br />
