The enclosed <br /> comments were discussed with Craig McPhee of USATHMA at a meeting on 24 August <br /> 1989, and were telecopied to USATHMA on 28 August. As discussed below alld in <br /> the memorandum, most of the comments regard issues previously raised in Irior <br /> memorandums. A number of basic issues are still not resolved in this wo k <br /> plan including plume definition and capture zone analysis. We are displ ased <br /> with the lack of quality and progress of the work, especially considerin the <br /> time spent and detailed guidance provided by EPA, DHS, and our agency. <br /> The Army' s next submittal under the Interagency Agreement (IAG) , a draft final <br /> Work Plan for Remaining RI/FS Work must resolve all of our concerns. To <br /> continue the present cycle of almost two years of Army submittals and <br /> Agencies' comments regarding the same issues is not productive. <br /> We look forward to your revised submittal per the IAG requirements.
