STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD `®
SACRAMENTO,CA 95827-3098
12 September 1989
Mr. Abel Haines
Environmental Program Manager
Sharpe Army Depot
Lathrop, CA 95331
PROPOSED ABANDONMENT OF MONITORING WELLS 520 A, B, AND C, HOMESTEAD LAND
DEVELOPMENT, SAN JOAQUIN COUNTY
We received your 29 August 1989 letter regarding the subject monitoring wells.
Well cluster 520 is downgradient of the South Balloon area and an important
control point for both sampling and water level measurements. Although, as your
letter states, these wells have not detected contamination from the site, it is
exactly for this reason that the wells are most useful for future monitoring.
Accordingly, our office opposes abandonment of well cluster 520, or any other
downgradient, offsite well clusters for that matter. Please contact me at (916)
361-5742 if we need to discuss this further or you have any questions.
GARY A.
