-10- <br /> h. Evaporation; <br /> 4. Excavation or extraction of soil , water, or gas for appropriate <br /> recycling, re-use, or disposal ; <br /> F . Require actions for cleanup and abatement to: <br /> 1 . Conform to the provisions of Resolution 68-16 of the State Water <br /> Board, and the Water Quality Control Plans of the State and <br /> Regional Water Boards , provided that under no circumstances shall <br /> .nese provisions be interpreted to require cleanup to levels that <br /> are more stringent than background; and <br /> 2, Implementthe P Division 3 lprovisions of Chapter 15, , <br /> Title 23 , California Code of Regulations, to the extent feasible; <br /> G. Ensure that dischargers are required to cleanup and abate the effects <br /> of discharges in a manner that promotes attainment of background <br /> water quality, or the highest water quality which is reasonable if <br /> backoround levels of water quality cannot be restored, considering <br /> all remands being made and to be made on those waters and the total <br /> values involved, beneficial and detrimental , economic and social , <br /> tangible and intangible; any alternative cleanup levels less <br /> stringent than background shall : <br /> 1 . be consistent with maximum benefit to the people of the state; <br /> 2. not unreasonably affect present and anticipated beneficial use of <br /> such water; and <br /> 3. not result in water quality less than that prescribed in the <br /> Water Quality Control' Plans and Policies adopted by the State and <br /> Regional Water Boards. <br /> IV. The Regional Water Board shall determine schedules for investigation, <br /> cleanup, and abatement, taking into account the following factors: <br /> A. The degree of threat or impact of the discharge on water quality and <br /> beneficial uses ; <br /> B. The obligation to achieve timely compliance with cleanup and <br /> abatement goals and objectives that implement the applicable Water <br /> Quality Control Plans and Policies adopted by the State Water Board <br /> and Regional Water Boards ; <br /> C. The financial and technical resources available to the discharger; <br /> and <br />
