b. Personnel will then be evacuated and only allowed to return when • <br /> the IOSC, with the advice of the depot Safety Director, Fire Chief, medical <br /> personnel , and the Environmental Coordinator have determined it is safe. <br /> c. The Fire Department will respond with all available personnel and <br /> equipment for rescue of personnel and containment of materials. <br /> All spills will be reported to the Fire Department. The senior <br /> fire officer will determine who and to what extent the IRT will respond. <br /> d. The Fire Department dispatcher, after being instructed by the <br /> senior fire office to do so, will notify the IOSC or alternate IOSC listed in <br /> Annex B. The IOSC will be responsible for alerting the IRT (see Annex B). <br /> During weekend, holidays, or when neither can be contacted, the senior fire <br /> officer (on duty) will be the acting IOSC until relived by the IOSC or <br /> alternate. <br /> e. The IOSC shall : <br /> o Ascertain the extent and magnitude of the spill and determine <br /> wind direction for spills with fumes, gases, or smoke <br /> released. <br /> o Set up a communication network. <br /> o Alert the Depot Commander. <br /> o Alert the Chief of Engineering and Housing, <br /> Provost Marshal , Legal Office, PAO, Health Clinic, <br /> Safety Director, Chief of the Environmental Protection Office, <br /> Disaster Preparedness Office, and the Chief of the General <br /> Supply Division if deemed necessary. <br /> f. Spills greater than the reportable quantities of any hazardous <br /> material (Annex C) and petroleum spills greater than 1 ,000 gallons or any <br /> amount which produces a sheen upon the water shall be reported immediately by <br /> telephone to: <br /> o USEPA Region IX, Regional Office (415) 744-1001 <br /> o US Coast Guard District Office (510) 437-3073 <br /> o National Response Center (800) 424-8802 <br /> o HDQ DLA-WE (Fax) (703) 617-7595 <br /> Off-post spills will require reporting the above, as well as <br /> notification of the following: <br /> II-8 <br /> (8/3/92) <br /> • <br />
