2.0 OBJECTIVES <br /> The Architectural and Engineering firm (AE) implementing this Statement of <br /> Work (SOW) will prepare the remedial design documents for construction of the <br /> final groundwater treatment and disposal system described in the Record of <br /> Decision (ROD) for groundwater dated 16 March 1992 (Reference 10.15) . A dif- <br /> ferent contractor will construct this facility and provide the services neces- <br /> sary for its operation and evaluation. The objectives of this SOW are: <br /> a. Establish the size, scope and nature of the remedial action <br /> described in the ROD; <br /> b. Evaluate and test the extraction and injection network; <br /> C. Develop all plans, specifications, cost estimate, work statements, <br /> and other remedial design documents, specified in this SOW. <br /> The Government anticipates that the design work will progress with the water <br /> treatment plant immediately. Work on the extraction and injection networks <br /> shall proceed upon the AE receiving the extraction/injection engineering <br /> report from the Government. All work is to be in compliance with the Com- <br /> prehensive Environmental Response, compensation, and Liability Act, the Super- <br /> fund Amendments and Reauthorization Act, the National Contingency Plan, EPA <br /> and State of California guidance, the ROD, the Federal Facility Agreement, and <br /> this SOW. This SOW presents general guidelines and performance requirements. <br /> The AE is responsible for developing the detailed designs. The AE shall per- <br /> form all engineering and other calculations necessary to assure proper sizing <br /> and placement of all equipment and wells. Items stipulated in this document <br /> are minimum requirements. The AE shall determine where it is necessary to <br /> provide more than the minimum requirements to meet the goals and performance <br /> requirements of the ROD and this SOW. A Professional Engineer registered in <br /> the State of California shall supervise and certify all work performed under <br /> this contract. <br /> 3.0 REMEDIAL DESIGN <br /> 3. 1. (Task 1) Remedial Design Work Plan <br /> 3.1. 1 Pre-Design Technical Summary. The AE shall prepare a "Pre-Design <br /> Technical Summary" which addresses the following technical items, as described <br /> in Paragraph 4.1.2 of Reference 10. 14, and as follows: <br /> a. summary of available data; <br /> AA-2 <br />
